Under article 86 of the United Nations Convention on the Law of the Sea (UNCLOS) of 1982 the high sea includes all the parts of the sea that are not included in the exclusive economic zone, the territorial sea or internal waters of a State, or the archipelagic waters of an archipelagic State. They are thus free from the exercise of state sovereignty. The exclusive economic zone, which is identical to the German continental shelf, initially connects to the coastal waters.
